Are there any blockchains that have a decentralized treasury, where the treasury funds (e.g. various fiat currencies) are placed in each wallet in a network.

Each wallet holder would only store the funds, they would not have access to spend the treasury funds. Only a DAO, would be able to move the treasury funds out of a wallet.
